Ministry of Culture and Knowledge Development

The Ministry of Culture and Knowledge Development works to enrich the cultural ecosystem in the UAE through:
  • Supporting the country's cultural, arts and heritage institutions
  • Providing a platform for artistic talent and innovation
  • Promoting cross-cultural dialogues
  • Delivering dynamic productions and experiences that represent the UAE's flourishing and diverse cultural landscape on the national and international levels
The Ministry has two pioneering national mandates, these are:
  • Preserving cultural achievements and developing knowledge as an element of sustainability and a pillar of a knowledge based economy.
  • Supporting cultural and artistic activities and production of knowledge in the UAE, conserving tangible and intangible heritage, encouraging art movements, and raising awareness of educational and social roles, in partnership with national and international cultural and arts institutions.

Cultural Sectors

Knowledge and Cultural Policies Sector

The Knowledge and Cultural Policies Sector aims to:
  • Activate the role of the ministry in proposing legislation and developing cultural policies, strategies and frameworks;
  • Address knowledge gaps by providing statistics and data on the cultural sector to support strategic planning for the cultural sector in the UAE; and
  • Ensure the provision of educational and cultural curricula is of the highest standards, in collaboration with the UAE Ministry of Education. This directly contributes to achieving the UAE Vision 2021, the UAE Centennial 2071 and the national agenda to deliver the best education in the world.

Arts and Heritage Sector

The Arts and Heritage Sector aims to:
  • Organize, coordinate and manage cultural plans, relating to arts and heritage, with an emphasis on advancing performing arts and design;
  • Apply and maintain international standards for conservation of tangible and intangible heritage and raise awareness of its significance; and
  • Ensure the implementation of cultural sector policies; and
  • Develop cultural specializations effectively, by empowering individuals and institutions concerned with different cultural fields to support and facilitate their work.

Cultural and Creative Industries Sector

The Cultural and Creative Industries Sector aims to:
  • Promote investment in the cultural and creative industries to enable the cultural sector to contribute to the UAE national economy.
  • Support the UAE’s efforts to boost Emiratization in the private cultural sector and stimulate the establishment of small and medium enterprises working in cultural and creative industries.
  • Leverage the talents and interests of young people to establish cultural projects and enhance flexible working among the youth in general.
  • Support the design and development of UAE cultural products, to keep pace with global trends and explore new local and international markets.

About the Minister

 

Her Excellency Noura bint Mohammed Al Kaabi was appointed UAE Minister of Culture

and Knowledge Development in October 2017. As Minister of Culture and Knowledge Development, Al Kaabi is responsible for the promotion of UAE-based cultural initiatives on both national and international level. In her capacity as Minister, she is responsible for developing policies and legislations that support cultural activities in the UAE and to nurture young creative talent within the community. Previously, she has held the post of Minister of State for Federal National Council Affairs.

In addition to her ministerial responsibilities, Al Kaabi is also President of Zayed University, Chairperson of Abu Dhabi Media Zone Authority and Abu Dhabi National Exhibition Centre. She also sits on the board of Abu Dhabi Media and UAE’s National Media Council.

Al Kaabi is the first Emirati to be ranked in Foreign Policy magazine’s ‘Top 100 Global Thinkers List’. In 2014, she was named Forbes Middle East’s 30 Most Influential Women in Government. Her role in growing the UAE’s media industry was recognised by America Abroad Media in 2015 and she was named as one of 20 Most Powerful Women in global television by The Hollywood Reporter in 2016. She has been a young global leader at the World Economic Forum young global since 2014.

Al Kaabi received her high school education in Abu Dhabi and Pennsylvania. She holds a Bachelor of Arts in Management Information Systems from UAE University in Al Ain, and also completed an Executive Leadership Programme at the London Business School in 2011.
